SCHOOL LIBRARIES
There is currently no mandate or guideline from the government relating to the provision of school libraries in New Zealand. Unlike other areas of school governance, libraries are funded directly through the Board of Trustees at each individual school with the funds coming from the operational grant.
THE ROLE OF THE SCHOOL LIBRARIAN
A professional School Librarian can play a significant role in demolishing barriers to educational achievement. Research has conclusively shown that a school librarian increases test scores, literacy levels, and overall educational outcomes for students. They do this through supporting curriculum development with literacy training, tertiary preparation, effective collection management, and reader’s advisory to encourage reading for pleasure.
FUNDING
School libraries are funded directly through the Board of Trustees at their schools. This funding includes payment of library staffing, unlike teaching staff who are paid directly through central government. Because of this, school libraries are competing for budgetary considerations alongside all other administration needs, including stationery and tearoom requirements. This has the effect of creating tenuous job security for librarians and an ever-increasing uncertainty around purchasing resources to support teaching and learning of New Zealand students.
REMUNERATION
Pay rates for many school library staff are appalling, especially those considered part time who are not paid for school holidays. Pro rata’d to include school holidays school librarian salaries are often below minimum wage. School library staff are paid on the support staff scale which does not acknowledge specialist training, or recognise the integral role that school librarians can play in supporting literacy.
In order to truly reap the benefits that a school librarian can provide they need to be put on a professional footing, with clear career frameworks and remuneration at a level that recognises their value.
